Elisia Flores
Ms. Flores graduated from the University of Southern California Marshall School of Business with a Bachelor of Science, where she graduated magna cum laude. She holds an Executive Master of Business Administration from the University of California, Los Angeles. Ms. Flores is currently Vice Chair and Chief Executive Officer of L&L Franchise, Inc., where she is responsible for setting the strategic vision of the company and driving new growth initiatives. Prior to joining L&L, she was a Senior Finance Manager for General Electric Company. Ms. Flores is active in the community, currently serves on the board and as audit committee chair of American Savings Bank, and also serves on the boards of Diamond Head Theatre and the Hawaiian Humane Society. She is also a member of advisory boards for the Patsy T. Mink Center for Business and Leadership, Family Business Center of Hawaiʻi and the Culinary Arts Program at Kapiʻolani Community College, and involved in numerous professional associations. Ms. Flores has been a director of Hawaiʻi Pacific Health since 2019.
Dennis Francis
Mr. Francis is the Chief Executive Officer, President and Publisher of Oʻahu Publications, Inc. at Black Press Group Ltd. and oversees the company’s operations in Hawaiʻi, which includes the Honolulu Star-Advertiser, all MidWeek newspapers, the Hawaiʻi Tribune Herald, West Hawaiʻi Today and The Garden Island newspapers. Mr. Francis was named “Publisher of the Year” in 2013 by Editor & Publisher (E&P) magazine, was recognized with the Distinguished Citizen Award for the Boy Scouts, was presented the Franklin Delano Roosevelt Award for Distinguished Public Service from the March of Dimes, and was Sales Person of the Year in 2015 by the Sales and Marketing Executives of Honolulu. He is actively involved in the community, serving on the boards of numerous nonprofit organizations, including Diamond Head Theatre, Adult Friends for Youth, American Red Cross, the Boy Scouts, Japanese American Society of Hawaiʻi and the Friends of UH Cancer Center. Mr. Francis has been a director of Straub Benioff Medical Center since 2020, and a director of Hawaiʻi Pacific Health since 2023.
Katsuya (Andy) Iizuka, MD
Dr. Iizuka holds a Bachelor of Science degree in Health Science from Walla Walla University and received his Doctor of Medicine degree from the Loma Linda University School of Medicine. He completed his residency in family medicine at the Naval Hospital Camp Pendleton and is board certified in Family Medicine. Prior to joining Straub Benioff in 2012, Dr. Iizuka was a United States Navy Officer. He is currently a member of the Straub Benioff Physician Advisory Committee (PAC), and a board member of Hale Kokua O Manoa. Dr. Iizuka has been a director of Hawaiʻi Pacific Health since 2024.
Kathryn Inouye
Ms. Inouye is currently a consultant to Avalon Development. She was previously a Senior Advisor of Kobayashi Group, LLC, after she retired as Partner and Chief Operating Officer. She has over 35 years of real estate development experience in managing the development of various public and private facilities, master planned communities, luxury resorts, and numerous condominium projects. Ms. Inouye was involved in executing initial phases of the master planned redevelopment of Kapiʻolani Medical Center for Women & Children as well as the design and construction of the University of Hawaiʻi Cancer Research Center. She is an active member of the community, and has served on numerous public and community boards including Child and Family Service, the Girl Scouts of Hawaiʻi, Chaminade University, Blood Bank of Hawaiʻi, State of Hawaiʻi’s Board of Land and Natural Resources and the Stadium Authority. She has been the recipient of various honors and awards for her work in the business and non-profit sector. Ms. Inouye has been a director of Hawaiʻi Pacific Health since 2017.
Tad Jackson, MD
Dr. Jackson graduated with academic honors with a Bachelor of Science in Zoology from Idaho State University and received his Doctor of Medicine from the University of Colorado School of Medicine in 1989. He completed his residency in Internal Medicine at Saint Joseph Hospital and Medical Center and a fellowship in Pulmonary, Critical Care, and Sleep Disorders at V.A. / Good Samaritan Medical Center in Phoenix, Arizona. Dr. Jackson is board certified in internal medicine, pulmonary diseases, and sleep disorders. He is currently the Medical Director of the Intensive Care Unit and the Respiratory Therapy Division of Cardiopulmonary Services at Wilcox Medical Center, and was a director of Wilcox Medical Center from 2011 to 2020 and Board Chair from 2016 to 2020. Dr. Jackson has been a director of Hawaiʻi Pacific Health since December 2022.
Richanne Lam
Ms. Lam holds a Bachelor of Science and a Master of Business Administration from the University of San Francisco. She is a Senior Vice President and Portfolio Manager with Morgan Stanley Wealth Management and has been with the firm since 1997. Ms. Lam is also a Certified Management Investment Analyst and Senior Investment Management Consultant. Ms. Lam is actively involved in the community, including as a member of the finance committee of the American Heart Association (National), previously as a board member for the Hawaiʻi Chapter of the American Heart Association, and a founding board member of After School All-Stars Hawaiʻi. Ms. Lam was a director of Straub Benioff Medical Center from 2012 to 2021, a director on the Straub Foundation Board from 2017 to 2023, and also serves on the Straub Benioff Redevelopment Committee. Ms. Lam has been a director of Hawaiʻi Pacific Health since 2024.
Stephen Lin, MD
Dr. Lin holds a Bachelor of Science degree from the University of California, Berkeley. He attended medical school at the University of California, San Francisco and received his Obstetrics & Gynecology training from the University of Hawaiʻi. Dr. Lin is board certified in Obstetrics & Gynecology and was in private practice from 1986 until his retirement in 2021. He is the Immediate Past Chief of Staff at Kapiʻolani Medical Center for Women & Children, and is a Medical Director and consultant at Hawaiʻi Medical Service Association. Dr. Lin was a director of Kapiʻolani Medical Center for Women & Children from 2008 to 2023, and Board Chair from 2017 to 2023. Dr. Lin has been a director of Hawaiʻi Pacific Health since 2019.
Todd Miller, MD
Dr. Miller holds a Bachelor of Science degree in Chemistry and Biology from Juniata College and received his Doctor of Medicine degree from Georgetown University School of Medicine, where he graduated cum laude. He completed an internship in general surgery and his residency in urology at Tripler Army Medical Center. Dr. Miller also served in the Army as a surgeon. He is board certified in Urology and has been in practice at Straub Benioff Medical Center since 2006, Chief of the Department of Urology since 2011, and Chief of Staff from January 2017 through December 2025. Dr. Miller served on the Board of Managers of Hawaiʻi Health Partners from 2014 to 2025, and has been a director of Straub Benioff Medical Center since 2017. Dr. Miller has been a director of Hawaiʻi Pacific Health since 2024.
Dawn Miura, MD
Dr. Miura is a graduate of Bryn Mawr College and the University of Hawaiʻi John A. Burns School of Medicine. She completed her Internal Medicine internship, residency and chief residency at Banner Good Samaritan Regional Medical Center in Phoenix, Arizona, and is board certified in internal medicine. She has been a member of the Pali Momi Medical Center medical staff since 1991 and was in private practice prior to joining Hawaiʻi Pacific Health Medical Group in 2023. Dr. Miura served on the Board of Directors of Pali Momi Medical Center from 2015 to 2024, and is a member of the Hawaiʻi Health Partners Board of Managers and chairs the HHP Finance Committee. Dr. Miura has been a director of Hawaiʻi Pacific Health since 2024.
Paul Toner
Mr. Toner holds a Bachelor of Science degree in Food Marketing from Saint Joseph’s University in Philadelphia, Pennsylvania. He has over thirty-eight years of experience in hospitality, and is Vice President and Ranch Manager of Koolau Ranch, where he manages all aspects of a large private cattle ranch. Prior to his current role, he was the General Manager of Royal Sonesta Kauaʻi Resort, and prior to that, he was the General Manager of Kauaʻi Marriott Resort & Beach Club, the JW Marriott Union Square in San Francisco and JW Marriott Ihilani Resort & Spa at Ko Olina. Mr. Toner is actively involved in the Kauaʻi community, serving on the boards of the Kauaʻi Chamber of Commerce, Kauaʻi Museum and the Kokee Discover Center Association. Mr. Toner has been a director of Wilcox Medical Center since 2019, Board Chair since 2024, and also serves on the Hawaiʻi Pacific Health Board of Directors since 2026.
Raymond P. Vara, Jr.
Mr. Vara serves as President & CEO of Hawaiʻi Pacific Health. His responsibilities include executive oversight of Straub Benioff Medical Center, Kapiʻolani Medical Center for Women & Children, Pali Momi Medical Center and Wilcox Medical Center on Kauaʻi. Mr. Vara joined Hawaiʻi Pacific Health in 2002 as Executive Vice President & CEO of Operations, and assumed the role of President & CEO in 2013. Prior to that, Mr. Vara served as CEO at Los Alamos Medical Center, a member of Banner Health System in Los Alamos, New Mexico. He was the center’s chief financial officer before being appointed CEO. Previously, Mr. Vara served as a U.S. Army Officer with various assignments including Assistant Administrator and Chief Financial Officer for Bassett Army Community Hospital in Fairbanks, Alaska, and the Deputy Chief Financial Officer for Madigan Army Medical Center in Tacoma, Washington and with the 9th Infantry Regiment, Fort Lewis, Washington. Mr. Vara holds a bachelor’s degree in business administration from Hawaiʻi Pacific University and a Master of Business Administration from the University of Alaska at Fairbanks. He is a member of the American College of Healthcare Executives and serves on several local and national boards to include: Lead Independent Director, Bank of Hawaiʻi Corporation; Director, Island Insurance Co., Ltd.; Director, Tradewind Capital Group; Director, Tradewind Group, Inc.; Immediate Past-Chairman, American Heart Association (National); and Director, Hawaiʻi Executive Collaborative. He and his wife, Tiffany, have five children. Mr. Vara has been a director of Hawaiʻi Pacific Health since 2013.
Richard Wacker
Mr. Wacker holds a Bachelor of Science degree in mechanical engineering from the University of Missouri. He was President & Chief Executive Officer of American Savings Bank (ASB) from 2010 to 2021, and also served as a director on the ASB Board. Prior to joining ASB, Mr. Wacker was Chairman of Korea Exchange Bank, the fifth largest Korean commercial bank and prior to that, held a wide range of senior leadership positions at General Electric in the U.S. and Europe. Active in the community, Mr. Wacker serves and holds leadership positions on the Boards of several prominent organizations including the University of Hawaiʻi Foundation (Chair); Hawaiʻi Business Roundtable (Innovation Chair; Former Chair); Hawaiʻi Executive Collaborative (CHANGE Innovation Economy Chair); University of Hawaiʻi—Pacific Asian Center for Entrepreneurship (Chair); Chaminade University (Board of Regents); Child & Family Service (Past Chair) and Hawaiʻi Bankers Association (President). He is a founder of the Hawaiʻi Curling Club. He is a member of the Federal Reserve Bank of San Francisco’s Community Depository Institutions Advisory Council (CDIAC). Mr. Wacker has been a director of Hawaiʻi Pacific Health since 2018, and Board Chair since 2024.
Robert Wotring II, MD
Dr. Wotring received his Bachelor of Science from Baylor University, and his Doctor of Medicine from the University of Texas Medical Branch in Galveston, Texas, where he also completed his residency in pediatrics. Dr. Wotring joined Kauaʻi Medical Clinic in 1993 and is board certified in pediatrics and is currently Chief of Staff at Wilcox Medical Center. Dr. Wotring has been a director of Kauaʻi Medical Clinic since 2013 (Board Chair since 2018), and has been a director of Hawaiʻi Pacific Health since December 2022.
Mark Yamakawa
Mr. Yamakawa holds a Bachelor of Science in Industrial Engineering and Operations Research from the University of California, Berkeley, and a Master in Business Administration from the University of Hawaiʻi at Manoa. Prior to his retirement in early 2022, he was President and Chief Executive Officer of Hawaiʻi Dental Service. Prior to that, Mr. Yamakawa was Executive Vice President and Chief Operating Officer for the Queen’s Health Systems and has extensive experience in health care and in leading non-profit, mission-based organizations. He is also very active in the community, and currently serves on the boards of Child and Family Service, University Health Alliance, Hawaiʻi State Federal Credit Union, Delta Dental Plans Association and Iolani School. He is also a member of the Hawaiʻi Business Roundtable Executive Committee. Mr. Yamakawa has been a director of Kapiʻolani Medical Center for Women & Children since 2016, and has been a director of Hawaiʻi Pacific Health since 2021.
Michael Yamane
Mr. Yamane holds a Bachelor of Science in Electrical Engineering from the University of Hawaiʻi at Manoa. He is a licensed professional engineer in the State of Hawaiʻi and holds a commercial airplane pilot certificate. Prior to his retirement on January 31, 2020, he was the Chief of Operations & Technology for the Kauaʻi Island Utility Cooperative (KIUC), and was responsible for the areas of transmission and distribution, production, engineering, IT, legislative and regulatory affairs. Mr. Yamane held many positions over his thirty years at KIUC (formerly Kauaʻi Electric), including associate engineer, staff engineer, customer engineer in the Engineering Department, power systems engineer and substation operations engineer in the Transmission and Distribution Department, manager of the Information Services Department, manager of Regulatory and Planning, and manager of Engineering before being promoted to Chief of Operations. He also served on the Board of Governors for the Hawaiʻi Employers Council from 2014 to 2019. Mr. Yamane was a director of Wilcox Medical Center from 2014 to 2023, and has been a director of Hawaiʻi Pacific Health since 2020.
John K. Tsui, Director Emeritus
Mr. Tsui received his Bachelor of Science from Pennsylvania State University and attended the Amos Tuck Graduate School of Business at Dartmouth College. He has served as the Chairman of Towne Development of Hawaiʻi, Inc. since 2003. He retired from First Hawaiian Bank in 2002 as the President and Chief Operating Officer, which ended a storied career in banking that started in Philadelphia and New York. From New York, he later moved to Honolulu to join Bank of Hawaiʻi, where he served as Vice Chairman before joining First Hawaiian Bank. Mr. Tsui is an active leader and member of the community where he serves as a director and trustee on numerous boards. Mr. Tsui was Chair of the Kapiʻolani Health board at the time of the merger. Mr. Tsui has been a director of Hawaiʻi Pacific Health since 2002 and has served as a Director Emeritus since 2004.
